Quaric exists to hold, not to shine. Reading on means reading a text that does not run.
Quaric is a long form project, carried by a collective. Its mission is simple to state, demanding to hold : to lay the foundations of an end to end technological independence, from the physical substrate to software practice, from classical to quantum computing.
This independence is neither a withdrawal nor a slogan. It is a working condition. Without it, innovation is only the extended use of what others have decided for us.
Quaric was born from a shared observation between practitioners and researchers : the technological chain that links a transistor to a running program has grown extremely complex, and mastery of its links has concentrated. The project does not propose to undo this. It proposes to rebuild the pieces that are missing, without contempt for those that work.
Three principles hold the institution upright. Look at the past with respect, because nothing durable is built on contempt. Speak the present without submission, because no dependency is fated. Prepare the future without rush, because speed is not a goal in itself.
The manifesto develops these principles. It will be published separately.
Quaric is not carried by one person. The foundation gathers contributors from research, engineering, industry and the humanities. Governance is collegial ; its detail will be specified as commitments take formal shape.
The foundation gives itself the time to constitute properly. No list of names is published at this stage. It will be, when the list is right.
QUARIC has existed since 2018 as a body of work and prototypes carried by a collective, and was officialised in 2026. The project is carried and incubated by Koperateur Consulting, an independent digital engineering and consulting firm based in France. Koperateur operates in France and across Europe, in French and English, around a single commitment : to design, structure and deploy sovereign digital ecosystems.
Four principles guide the house that carries the foundation. Rigour, requiring that every decision be documented and every deliverable tested. Sovereignty, refusing vendor lock-in. Transparency, making costs, code and reports visible. Delivery, measuring value by what ships, not by what is promised.
QUARIC is the technical, philosophical and civilizational extension of this stance, scaled to the long term.
